The plan proposes the establishment of a new neighborhood in the western part of the city of Beer Ya'akov, in the area defined as Compund 5. The area of the plan is bordered by built-up areas from the east, and by roads from the north, west and south. To the east of the plan is the Yoana Jabotisanki educational institution, to the north and west is regional road 4313, and to the southwest is the Ness Ziona interchange, and agricultural areas to the south. The plan proposes the addition of 1,920 units and another 300 special units, about 66,000 square meters of employment space, about 10,000 square meters for commerce, public spaces and a significant park. The plan proposes to the new neighborhood that a connection be built through an intersection on Road 4313, so that a connection is created between the continuation of Kalman Shor Street in Rishon Lezion, and the central axis in the new neighborhood, along which there is an active urban wall. The proposed construction has a textural nature combined with towers. The plan applies principles of mixed uses, a diverse residential mix, a dense street network, walkability and cycling, and reliance on public transportation.
